Meet Our Newest Board Members: Kevin, Victoria and Willie

At IFR, we know that the strength of our work lies in the strength of our people; not only the incredible staff and community we serve, but also those who choose to volunteer their time and leadership behind the scenes. That is why we are proud to welcome three new members to our Board of Directors. Each new member brings a unique story, perspective and commitment to our shared mission. We are happy to introduce you to Victoria, Kevin and Willie.

Meet Victoria Juarez

Victoria was introduced to IFR by a former board member who knew she would be a perfect fit, and they were right! Victoria brings a powerful mix of strategic thinking, heart and community-rooted vision. “I’m ready,” she says with a smile, ready to take on this opportunity to serve and grow with IFR.

Originally from Southern California, she is proud of her roots in an immigrant family from Mexico. Victoria is a second-generation Chicana who now calls San Francisco home. With a Master’s in Organization and Leadership from the University of San Francisco, she has spent her career supporting people and programs that center equity, purpose, and long-term impact. In her own words, “I help nonprofits plan for the future.” And that is what she will work to do as a part of IFR’s board.

Victoria is currently a strategic nonprofit and philanthropic consultant at Third Plateau. She supports people and organizations in designing data-informed strategies and decision-making tools to help them thrive. Previously, she served as a student advisor at the UC Berkeley School of Social Welfare’s Latinx Center of Excellence, where she worked with Latinx and Chicanx social welfare students on academic and career planning. That experience, along with her research on community care and Latinx experiences in graduate school, deepened her interest in supporting culturally grounded programs and especially those for youth. 

Support for the youth is something that moved her about IFR. “I appreciate organizations that take care of youth,” she shared. Learning about the work of programs like La Cultura Cura resonated deeply, reminding her of the strength that comes from nurturing and uplifting the power of the next generation. When asked what she hopes to achieve as a board member, her answer was simple and clear: “I want IFR to be a long-lasting organization.”

Victoria brings a sensitive ability to see both the big picture and the small steps needed to get there. She believes in setting clear priorities, achieving short-term wins, and never losing sight of our long-term goals. Equally important for Victoria is the value of connection to the mission, to the team and to the community. We are excited to welcome Victoria’s voice, vision and heart to IFR’s Board of Directors.


Meet Kevin Chirino

Some people find their way to IFR by chance. For Kevin, it was one of those moments that were meant to be. Born and raised in Los Angeles with roots in El Salvador, Kevin’s life journey took him from working in a warehouse while earning his degree in Business and Anthropology, to a leadership role at a major leading corporate organization where he now serves as a Senior People Partner. But despite working in the private sector, Kevin never lost sight of his deeper goal: to give back. 

A first-generation college graduate, Kevin acknowledges the life-changing opportunities community programs bring for many people and personally for setting him on a path toward opportunity and growth. Now, joining IFR’s board feels like a full-circle moment. Kevin is ready to roll up his sleeves and work to support our mission, strengthen our systems and keep our impact rooted in culture and community. 

Kevin believes that technology and innovation can help unlock better, more inclusive ways of doing things and he wants IFR to be part of that future. His experience building centralized teams, designing recognition programs and supporting executive leadership brings valuable insight into how organizations can grow while staying true to their values, their identity and essence. 

After attending one of IFR’s biggest events, Miss & Mr. Safe Latino 2025 and seeing IFR in action through programs like La Cultura Cura and La Clinica, Kevin saw the real-life impact of culturally rooted care and the ongoing need to destigmatize mental health in our Latinx communities. “This is the right time and the right place,” he reflects. 

For Kevin, joining IFR’s board is not just about service. It is about reuniting with a community he cares deeply about and with a cause that once uplifted him. We are thrilled to welcome him to the IFR family.


Welcome Back Willie Ramirez!

Some people leave a lasting mark and some, like Willie, come full circle. Originally from Texas, Willie moved to San Francisco back in 1996 to earn his master’s degree in Human Resources Management. Not long after, he heard about IFR through a friend who was receiving services from IFR at that time. Little did he know, years later, he would join that very organization as IFR’s Human Resources Director. 

Willie has always stayed close to the Latino community, both personally and professionally. He currently works as Chief Strategy Officer for Mission Neighborhood Health Centers. His career has spanned grassroots nonprofits and large public agencies, but it was his deep commitment to community that led him to apply for a position at IFR in 2019. “We did a lot of great things in a short period of time,” he recalls, reflecting on the special moments he experienced during his time here. Though resources were limited, what grew was something priceless: a strong sense of familia among staff. 

He still remembers going to IFR’s different programs, checking in with staff face to face, and participating in community events hosted by IFR, not because he had to, but because “we do everything in community.” During the COVID-19 pandemic, he helped lead efforts to keep the team safe while ensuring critical services were never interrupted. Something that Willie remembers with pride is how everyone's effort allowed IFR to be among the first few nonprofits in the city to immunize 100% of their staff. 

Willie’s return to IFR, this time as a board member, is guided by a desire to strengthen what he and many have helped build. He brings not only years of HR expertise, but a thoughtful, holistic approach for the wellness of the organization. From his perspective, this includes staff retention, interagency collaboration and sustainability. “How do we make more with less?” he asks, a question that speaks to both IFR’s resilience and his philosophy of community-driven work.

Most importantly, Willie understands what it means to build with and for the community. He remembers the impact community programs had on his own family, especially his mother, who raised five children with their support. Now, he wants to make sure IFR continues planting seeds for future generations.

We are honored to welcome Willie back to IFR, this time, around the board table.


We are so proud to welcome Victoria, Kevin and Willie to IFR's Board of Directors. Each of them brings corazón, compromiso and comunidad to this new role, just like the qualities that reflect the spirit of IFR. Together, we hope to strengthen our collective vision for a healthier future for our Chicanx/Latinx/Indigena communities.
