Human Resources Generalist - Administration

AGENCY DESCRIPTION:  

Instituto Familiar de la Raza, Inc. is a multi-service community health and social service agency with an emphasis on serving the Chicano/Latino/Indígena community in San Francisco with a special focus on the diverse needs of the Mission District. Services include a wide range of mental health, HIV-related services, and social services, including health promotion, education, prevention, early intervention, case management, psychological and psychiatric interventions, and cultural/social and spiritual re-enforcement. The agency serves children, youth, adults, and families. It has a rich history of working collaboratively with other agencies to meet the needs of the Chicano/Latino/Indígena community and other cultural/racial communities in San Francisco.

JOB DESCRIPTION:  

Instituto is seeking an outgoing and friendly Human Resource Generalist to join a community-based organization that is dedicated to serving the Latinx Population of San Francisco. We offer an opportunity to gain experience with a dedicated team of professionals who have been serving the mission district and Latinos citywide, for forty years. The ideal candidate will have strong interpersonal skills with previous non-profit environment experience.

Under the general direction and supervision of the Operations Director, the ideal candidate will provide professional and analytical support to the HR Department.

Through the direction, supervision as well as working closely with the Operation Director, the HR Generalist assesses and analyzes HR matters as this position involves recommending, developing, implementing, administering, coordinating and/or evaluating HR policies with the Operations Director. The HR independently performs a variety of HR tasks with frequently changing and competing priorities. Coordinates and brings to closure all phases of the recruitment and selection process including managing job postings, screening applicants, closing out recruitment and preparing job offer letters. It also provides analyses for HR issues that are intermediate in scope involving employee benefits and manages personnel and leaves of absence.

The Human Resources Generalist is responsible for providing professional-level HR support to ensure compliance with labor laws, organizational policies, and best practices. Working closely with the Operations Director, this role is integral in managing recruitment, benefits administration, employee relations, performance management, onboarding, and HR policy implementation. The HR Generalist will also provide direct support to employees and supervisors, fostering a positive workplace culture aligned with the organization's mission and values.

Essential Job Duties include but are not limited to the following:  

 Recruitment & Onboarding

  • Develops and implements recruitment strategies to attract, hire, and retain top talent.
  • Manages the end-to-end hiring process, including job postings, applicant screening, interview coordination, reference checks, and offer letters.
  • Supports hiring managers by providing guidance on best hiring practices and ensuring compliance with internal policies and employment laws.
  • Organizes and participates in job fairs and community recruitment efforts to enhance employer branding in partnership with Program Directors.
  • Conducts new hire orientations, ensuring employees receive comprehensive onboarding, including benefits enrollment and organizational policies.

Employee Relations & Compliance

  • Serves as the first point of contact for employee inquiries regarding HR policies, benefits, leave programs, and workplace concerns.
  • Advises supervisors and employees on HR-related matters, escalating complex issues to the Operations Director as needed.
  • Assists in developing and implementing personnel policies and procedures to ensure compliance with federal, state, and local employment laws.
  • Supports investigations related to employee complaints, workplace conflicts, and policy violations, maintaining confidentiality and professionalism.

Benefits & Leave Administration

  • Administers employee benefits programs, including health insurance, retirement plans, and other voluntary benefits.
  • Processes benefit enrollments, terminations, and changes, ensuring accuracy and compliance.
  • Serves as the primary contact for employee leave of absence requests (FMLA, CFRA, PDL, Workers’ Compensation, etc.), tracking and managing claims while maintaining accurate records.
  • Coordinates with third-party benefits providers and insurance carriers for claims processing and issue resolution.

HR Operations & Payroll Support

  • Collaborates with the Fiscal team to ensure accurate payroll processing, including new hires, salary adjustments, terminations, and benefit deductions through Paycom HRM
  • Maintains HR records and databases (e.g., Paycom, personnel files, leave & PTO tracking,) to ensure accurate and up-to-date information.
  • Prepares HR reports for the Operations Director on key metrics such as turnover, recruitment effectiveness, and benefits utilization.
  • Supports HR and agency audits and compliance reviews by ensuring proper documentation and record-keeping.

Organizational Culture & Special Projects

  • Assists in coordinating training and professional development opportunities for employees.
  • Tracks required employee certifications and compliance training, ensuring timely completion.
  • Researches and recommends new HR tools, technologies, and best practices to enhance HR operations.

Training & Workforce Development

  • Actively participates in general staff meetings, leadership meetings, and HR-related initiatives to support a positive work environment.
  • Assists with special projects assigned by the Operations Director or Executive Director related to workforce development, employee engagement, and organizational growth.
  • Promotes the organization’s mission, cultural values, and commitment to diversity, equity, and inclusion.

REQUIRED SKILLS:

  • Four Year degree in HR, Business, or related field, plus three years of HR/Payroll experience
  • Makes recommendations with respect to job classification, using judgment to maintain salary equity. Advises Director and Program Directors on candidate negotiations
  • Self-starter with the ability to successfully work independently as well as collaboratively in teams
  • Excellent planning and organizational skills
  • Handles highly sensitive and confidential information effectively and collaboratively
  • Proficient in communicating clearly and effectively verbally and in writing in integrating information in the completion of assignments
  • Demonstrated ability to handle difficult or volatile situations/individuals effectively
  • Strong organizational skills and ability to multi-task with demanding timeframes
  • Ability to work independently and accurately under pressure with competing deadlines and frequent interruptions in a fast-paced, constantly changing environment, under minimal supervision
  • Manages records, including personnel and medical files, and ensures completeness and accuracy of all files
  • Knowledge of multiple Human Resource disciplines
  • Knowledge of Microsoft Office Suite, including Excel, Word, PowerPoint and PDF
  • Highly organized with attention to detail and accuracy
  • Coordinates HR processes within the organization and explores creative possibilities for continuous improvement of day-to-day operations
  • Experience working Knowledge of Paycom system

PREFERRED SKILLS:

  • Bicultural competencies
  • Experience working in non-profit settings
  • Bilingual Spanish/English: written, verbal
  • Strong interpersonal and bilateral communication skills in both English and Spanish
  • Acquiring knowledge and ability to understand policies and procedures and functional areas, including leaves of absence and payroll
  • Human Resources certification or a professional HR Certificate is desired

EDUCATION, CERTIFICATION AND LICENSES

  • Four-year degree in Human Resources or a professional HR Certificate is desired, business, payroll in a related area and/or equivalent experience/training

CONDITIONS OF CONTINUED EMPLOYMENT

  • Conduct annual Tuberculosis Test
  • Must pass Department of Justice Fingerprint screening

COMPENSATION AND BENEFITS²  

This is a full-time exempt position with benefits; with an annual salary range of $73,030.00 to $80,000.00 Commensurate with work experience, qualifications, and education

All full-time positions are based on a minimum of (35) thirty-five hours per week. This is a full-time exempt position at 35 hours a week. The position is eligible to participate in medical, dental, vision, and 403(b) plans, earn vacation, sick leave, paid holidays, two wellness days (birthday and hire date) and receive ongoing opportunities for learning.
